the jenkins job expects an ansible folder to exist. if it doesn't then the build fails at the rsync step.

Closing this PR in favour of #261 As we've found from further examination maintaining these legacy redirects involves a large maintenance burden to prevent 404s from moved and deprecated collections. |

This PR includes an experimental
.htaccessconfiguration to consolidate all the redirect rules to support the migration of thedocs.ansible.comsubdomain to ReadTheDocs. This file is for testing purposes only. Do not merge this file until there is agreement on a migration plan and a new subdomain is created.In addition to consolidating redirect rules, the consolidated
.htaccessconfiguration removes several redirect rules for root pages. It also removes the various other redirect configuration files in theansiblefolder.This PR also includes a
stub.mdfile that outlines details on creating orphan RST files to replace many of the redirects for pages in the Ansible package documentation.
