Prevents division by zero error in WER calculation when both reference and hypothesis strings are empty.

metrics.pyx: Use max(m, 1) as denominator in WER formula
wer.py: Use max(total_words, 1) to total_words denominator
Add relevant test

Please review and provide feedback.
