.github: switch builder jobs from ubuntu-latest to ubuntu-24.04

Even though ubuntu-latest is still ubuntu-22.04, let's move on by
switching builder jobs to ubuntu-24.04 where appropriate, and pin
the remaining builder jobs to ubuntu-22.04.
