I propose these changes to make the MG a little more effective and interesting throughout the entire phase of its use. I'll do a PR later on to improve Flame as well

Added research to improve MG accuracy. They will be available for research once the heavy machine gun is obtained.

“MG Laser Designator”

Since Hyper Fire Chaingun Upgrade research gives a small boost to ROF, it was decided to add it to Rapid Fire Chaingun research. This will slightly improve the effectiveness of Heavy Machinegun before you get Assault Gun.
The Hyper Fire Chaingun Upgrade will now be available after researching Depleted Uranium MG Bullets and will further improve ROF at the start of the T3 stage, but will not make MG OP

Changed the required research for:
1.Twin Assault Gun:
Dedicated Synaptic Link Data Analysis Mk3 -> Tungsten-Tipped MG Bullets Mk2
2.Whirlwind AA Turret:
Dedicated Synaptic Link Data Analysis Mk3 -> Twin Assault Gun

Below I provide tests using these changes to clearly show that MG has not become OP

While close, this failed to reach the threshold for merging at this time.

From discussion, there did appear to be an appetite for some boost to MG, though.
