This mitigation breaks abroot if is ran before the etc mount.
Since we want to mount the system through abroot in the future we have to remove this.
It can be assumed that everyone who was on one of these versions has upgraded already.
If someone hasn't upgraded yet, it can be worked around by recreating the config file.
