fix(popover): Fix bl-tooltip trigger issue (#871)

Nested popover cause this issue, I added tagname control in _handlePopoverShowEvent to prevent unnecessary hide for bl-tooltip closes #801 Co-authored-by: mert.ozbudak <[email protected]>
