ci: add continuous deployment workflow for releases

- Create CD workflow that triggers on push to version tags (vX.Y.Z)
- Build the project for multiple platforms (Linux, Windows, macOS)
- Package the built artifacts
- Create a GitHub release and upload the artifacts
