Refactor: User

Consolidate all applicable functions, classes, modules (new and old) to User.

This will function as the users directory for manually-adjusted or defined code/files, supplementing the data (which can be defined elsewhere).
This includes:

• Processing workflows (I want to use this workflow on this cast)
  • Includes SeaBird-style workflow
• Cruise reports (I want these statistics from these files)
• User definitions (I want to define these casts together or run these custom routines)
  • Includes R2R and SeaBird definitions for things like required files, things to check for in the raw, etc.
