[workspace] Deprecate the conex external #19883

We are already applying custom patches to our copy of conex, and will be applying more in the future (for C++ ODR). As such, it needs to be badged as "internal".

Towards #17231.


This change is Reviewable

This enables us to change to an ODR-safe namespace in a future commit.
