Open as private, change to public later, avoid fee updates?

Is it possible to change the public/private status of channels after they are opened? This would remove the update to fees that we have to coordinate to avoid routing before we're balanced.

I have dreamed about this procedure multiple times. I agree, it would be the best way to build rings as it removes a lot of pressure coordinating things.

Unfortunately, I don't know of any way to open channels as private and announce them at a later point to the network.
