Moved to meta tracking system, fixed bugs with JSON creation timing.

Fixed logic error in ShouldPanic(), preventing transitions to lower panic states if a pilot failed their roll.

Altered balance so panic states's are a bit more likelier to proc, along with making the default settings for considering to eject more likely.
