refactor: update password reset flow

• updates password reset flow per changes discussed with @maxachis
• Miscellaneous client improvements and bug fixes, including:
• bug on mobile Safari where search form closes unexpectedly
• bug on all Safari browsers where checkbox behavior in the search form is incorrect
• improved search functionality (checkboxes respond to params searched, and button remains disabled until a user makes a change either to the location or the record types they wish to search)
