and change the formal parameter name to match the one used by the other group members in perlapi
This also changes the formal parameter names in the macros to match the names of the function they call
And changes the formal parameter name of one of the macros to make more sense

This series of commits marks some API elements as non-functions. Prior to these, perlapi created wrong signatures for them with the 'Perl_' prefix
