Restore missing phrase, add missing example, better wording
perlclib is the place where the the libc and perl interfaces are most extensively documented. This commit removes redundant text from perlhacktips, and moves the non-redundant parts to perlclib.

perlclib has extensive detail on interfacing with
libc. Some of the text in perlhacktips was redundant with that, and is removed. The non-redundant parts are folded in with the perlclib text
