Build against vspec2c-generated header files.

Now uses latest version of
https://github.com/GENIVI/vehicle_signal_specification/tree/master/tools/vspec2c .

The signal spec header file generated by the tool above will be included in the build process:

make VSD_SPEC_FILE=/usr/local/include/signal_spec.h
