Add BSDplusPatent license (SPDX ID BSD-2-Clause-Patent)

Partially resolves issue #62

Note that the license name was updated to match the OSI website.

License text was an exact match between the OSI and SPDX website.

I'm not myself familiar with the CI configuration of this repo, so I can't help on that front.
But FWIW I've nothing against merging this PR.

CI looks broken, could be the version of Python was never updated, could be our Travis account is offline (not sure).

When I run what the CI runs locally after reviewing the change, this all looks good

@paultag You may want to look into moving over to Github actions - I switched from Travis to Github when Travis changed some of their configuration requirements and it has worked well for me. If you want an example of an action that runs a python script on pushes, you can check out the spdx-spec github action.
