This subcommand does not exist and is not needed. Instead, we need to use '--refresh' where this is needed.
The -c option is not supported in Micro DNF, but --config is, and it is supported with DNF as well.

I've noticed a couple of things that needed to be fixed for the Micro DNF backend to work.
I'm pretty sure this doesn't fix everything (see rpm-software-management/microdnf#86), but it gets us further along.
