closed [feat] Release Label 자동 생성 #136

Work Description ✏️

운영서버 배포가 되고 나면 release 태그가 생성되게 작업하였습니다. (조사 및 선작업에 힘내주신 @chaewonni 님 감사합니다)
release 태그 생성 과정에서 201이 안 나오면 Actions 실패가 되게 설정하였습니다.
CI를 나누지 않고 사용하도록 변경했습니다 (지금은 이게 통합돼서 괜찮다고 생각했는데 추후 문제가 생긴다면... 다시 변경합시다)

토큰 이름 SUBMODULE_TOKEN으로 그대로 둠
