Uploading new data
In order to facilitate the collection of project-level payment data to ResourceProjects.org, the ResourceProjects team has designed a template to catalog all potentially available data on oil, gas and mining projects. This template serves as the standard format for further upload to ResourceProjects.org, allowing the collection and connection of project-level data.
The template is available as a spreadsheet on Google Sheets. It consists of eight tabs that are designed for the input of various fields.
The reality of project-level data in the current regulatory environment relies heavily on the disclosure standards currently applicable under European Union, United Kingdom and Canadian law, mandating the disclosure of project-level payments by publicly listed resource extraction companies. The template has been designed to most closely accommodate data in the format in which it is available via company payment disclosures, while still allowing for additional project-level data to be added as available.
Establishing project-level _payment_data as the minimum standard for inclusion on ResourceProjects.org demands a significant amount of accompanying data, allowing for a viable and informative final database.
Project-level payment data in corporate payments to governments reports follow the same guidelines, resulting in very similar data being available regardless of the filing jurisdiction. These payments are recorded in two distinct manners: by project and by receiving government agency. Project-level payments are identified by country and a unique project name. Payments are then recorded by payment type (taxes, royalties, etc.). Payments are also recorded by country level according to which government agency they are paid, be it a national level entity or regional jurisdictions.
To maximize the utility of the data, it is interconnected via three key strata: country level, company level and project level.
At the country level, the user can view all companies making payments to the country and all the projects available in the country, as well as payments at both levels.
At the company level, the user can view all the countries to which the company makes payments and all the projects the company operates by country, along with payment amounts.
At the project level, the user can see which company operates the project, where it is located and what payments are made on its behalf.
The template allows for the input of extremely detailed data, which is often not available. Due to those restrictions, the ResourceProjects team has defined a basic level of data required for submission to ResourceProjects.org, which may be supplemented by **advanced level **data.
Basic level
Building on the corporate payments to governments reports from above, the minimum data needed to upload a project to ResourceProjects.org is a project, a company responsible for the project, and the country in which the project is located.
Advanced level
Once the basic level data requirements are fulfilled, it is possible that other project-level data can be obtained. Some examples include commodity data; production amount data; geographic data (either the geocoded location of a project or concession boundaries in a geospatial polygon data format); contracts or other corporate filings; and reserve levels.
