Now REWET is part of NHERI-Simcenter package and is being called from there. Also, at this point, REWET's hydraulic solver has been enhanced to handle rare conditions that may lead to unexected behavior in REWET wrapper when the system is not solved.

Removed REWET from the backend so that now REWET can be updated from PyPi. REWET (in PyPi) is updated by here providing more stability in its hydraulic solution stability.
