That change impacts the Microsoft Edge Privacy Whitepaper, which mentions the old combined section, and mentions "edge://settings/privacy" 36 times. Two other articles also mention "edge://settings/privacy". Privacy article was moved to Legal repo.
This PR was created by copying changes from the Closed Without Merging PR #3127 (Separate "Privacy, search, and services" into "Privacy and security" & "Search and services") but not for the Privacy article; only for two regular articles.
