  1. Changes to the Encryption APIs. 

    Add RunAddEncryptedBallots CLI.
Standardize CLI arguments.
AddEncryptedBallot, RunEncryptBallot allows noDeviceNameInDir argument.
Remove ballotOverrideDir: cannot write encrypted ballots to arbitrary place.
Update DecryptedTallyOrBallot.compare().
RandomBallotProvider generates sns in (0, LONG.Max)
