IFSFile getOwnerName and getCCSID() would give back null or -1, respectively, if attempting to get attribute for QSYS object. This has been fixed by not attempting to get an open handle to these types of objects.
In addition, added new method getDescription().
Finally, started the simplification of getting attributes. Too many unnecessary methods. Still needs some work.
