Note that the time-delay amounts depend on gas prices not being at their absolute floor when the tx is sent. Ideally estimates for daily or 4 hour transfers should have a minimum gas price of around 10-15gwei. If the gas price is miraculously 1gwei for a single block and the user locks up a 4 hour tx at that price it will not go through in 4 hours.
