Implement cams egg4 dataset (for co2) (#26)

* support cams dataset for co2

* download from ads

* add demo notebook and update readme

* seperate cds utils and make cams inherit ecmwf_dataset

* fix old tests

* support ingest load convert operations for cams

* add tests for cams dataset

* add test for cds util of cams and fix time bounds for data retrival

* put ads cds key in zampy config

* update docstrings

* update readme and documentation

* remove fallback for cdsapirc and raise error

* Apply suggestions from code review

### Agree to the Terms of Use on CDS/ADS

When downloading a dataset for the first time, it is **necessary to agree to the Terms of Use of every datasets that you intend to download**. This can only be done via the CDS website. When you try to download these datasets, you will be prompted to go to the terms of use and accept them.
