Updated core to Docusaurus 2

A complete "update" to the whole system, bringing dark mode and improving search.

Added financial procedures

• Added financial procedures as it relates to future use the DHX DAO Treasury's Unlocked Reserves with a Multisig instead of Sudo
• Improve maintenance guidelines for deployment of future whitepaper versions

Updated diagrams from marketing

The diagrams that were originally generated with Visual Paradigm have now been replaced with marketing versions. Note that further updates to the diagrams will require both the original source and the marketing diagram to be updated.
