Api Security sampling

What does this PR do?

Changes Api Security sampling algorithm
It uses a LRU cache with a ttl and a max number of elements to not report repeated schemas in some interval of time.

At the moment, when response body schema has been calculated, the manual.keep tag is added to the span in order to alter span priority to prevent it from being discarded by the tracer or agent.

Motivation

Instead of using a sampling based on random number generation, new algorithm takes into account endpoint route, http method and response status code.
