What Does This PR Do?

This fixes the formatting of the SAMHSA allowed partners SSM Parameters in each environment so that they can be properly parsed by the BFD Server JSON parser. This fixes the ongoing deployment issues.

  • terraform apply'd base to test targeting the fixed Parameter, verifying that the value does not include the single quotes when pulled from the AWS CLI
