Simple python function to post plain html text to https://telegra.ph/.
Telegra.ph allows <a>, <blockquote>, <br>, <em>, <figure>, <h3>, <h4>, <img>, <p>, <strong>,
elements.
It also supports embedded youtube and vimeo iframe tags.
