Welcome to the ExtraLandscapingTools wiki!
To add a custom brush, you need to have if as a PNG with a transparent background, it's the alpha channel that is use for the brush in game.
Once you have your PNG, place your PNG file in this folder C:\Users\USER\AppData\LocalLow\Colossal Order\Cities Skylines II\ModsData\ExtraLandscapingTools\CustomBrushes, create the missing folder if there is.
