Build integrated AequilibraE docs

In this PR we have modified the structure of the AequilibraE documentation.

• Updated documentation workflow to a new Python version and added a PDF generator for the docs
• Updated pydata-sphinx-theme version used in documentation
• Updated conf.py
• Renamed the index file to python.rst based on the new AWS folder structure
• Added a new home.html file to be the new AequilibraE landing page, its banner and sponsors' logos
• Added custom configuration to page headers and sidebars
• Updated website links throughout the documentation
• Added a folder with a *.rst file with configurations to the Latex PDF builder
• Removed version switcher button
