Is your feature request related to a problem? Please describe.
When the LSDF is down, for example due to regular maintenance, the PAINT database is not accessible via the paint-database.org website.

Describe the solution you'd like
When trying to accesss the data from the website during downtime, we would like to provide a meaningful info/error message to the user, stating that the server is currently being maintained and they should try again later.
