Should we create an issue in CLI repo for SDK methods like zowe.Utilities.putUSSPayload that don't support a responseTimeout option?

As suggested above by Timothy, we should add responseTimeout as an option for other MVS and USS SDK functions that do not currently support it as a parameter.
