Remove Carto upload functionality

Feature Removal

The "Uploads Panoptes Classifications to CartoDB" action is no longer required.

The following files/actions should be able to be removed:

• https://github.com/zooniverse/education-api/blob/master/app/models/carto_uploader.rb
• https://github.com/zooniverse/education-api/blob/master/lib/tasks/carto.rake

Explanation:

• in an earlier iteration of EduAPI + Carto pipeline, the EduAPI would regularly get the latest WildCam Gorongosa Classifications from Panoptes and upload it to CartoDB.
• this was to allow students + teachers to download the Classifications made by the themselves + the whole classroom.
  this pipeline is unfortunately what killed the CartoDB storage limits - too many Classifications!
• I've since changed the code so that Classifications are downloaded from Panoptes itself (though only students are able to do this, teachers are no longer able to download for the whole classroom) and deleted the Classifications table from WildCam Gorongosa's Carto.

Status

This is low priority. At the moment, I believe this functionality has already been commented out, or otherwise disabled.
