Crashing on build zephyr-west-action

When trying to call the zephyr-west-action the build fails, this happens with the following errors on the normal version.
Error: Docker build failed with exit code 1
With the error inside being
Could not open requirements file: [Errno 2] No such file or directory: 'requirements-compliance.txt'

This is with the base example.
