Areas: Draw button states #2435

Description

The Draw button in the Areas section is the primary action of the screen and is move to the correct location in #2434. It does have some unique but underdesigned states, however. Let's fix them!

Steps to reproduce

  1. Go to Areas
  2. Click on "Draw"
  3. Click map to create some anchor points
