Depends on #2792

First version for #2793

Currently all remaining funds for CCTXs are sent to gas stability pool for a chain.

Some chain like BNB doesn't need a gas stability pool, all funds could be sent to ZETA stakers instead. This is the idea of this issue.

Implement logic that call function in Add a precompile allowing to send ZRC20 to be distributed to stakers #2792 to distribute part of the remaining funds to the fee pool
Define way to set a portion that would be used for each chains
