requirements.txt ERROR: Failed building wheel for tokenizers

Hi,
I have an issue, I cannot install the requirements.txt.
It works fine when i dont run the command "conda install ipykernel". However, I need to install ipykernel to run the model on a jupyter notebook.
The error message suggests i should install rust but being on vertex ai im not sure how it works.

Any help is greatly appreciated !
