Horizontal scroll bar visible when not at bottom of Note

Describe feature

The horizontal scrollbar is always visible at the bottom of the page if the content of a note exceeds the horizontal space.
But when you are creating large tables you can not scroll horizontal if the table is in the middle of the page. You always have to scroll down to get a grip on the horizontal scrollbar. In this case the scrolling is blind because you cannot see the content which you want to scroll.

Request to make the horizontal scroll bar visible even if we are not at the bottom of the page.
