Sometimes it's better to have a 'devel' version hard-coded everywhere, and just change it for the commit that bump the version.
In other words, instead of having
commit -> version = "42" tag, commit -> version = "43"
you may want:
commit -> version="devel" tag, commit -> version="42" commit -> version="devel"
