Is there an existing issue for this?

I have searched the existing issues.

Please describe the feature you have in mind and explain what the current shortcomings are?

SG publish plugins are triggered for all projects, even if they shouldn't be handled by SG

How would you imagine the implementation of the feature?

Add on/off button to Project Settings, possible to Studio Settings (I have SG in bundle, but I want to disable it for a while).

Are there any labels you wish to add?

I have added the relevant labels to the enhancement request.
