Love the concept and execution of the app. If @xplodwild is not willing to take the project forward (seeing from the pending pull request and last update date) , I am thinking to create a focal organisation to move the project forward.
Is there someone interested in moving this forward ?

I'm still willing to move this forward in the near future (once I'm done with another project I'm working on).
Focal as-is will need to be rewritten, taking into account the new Camera2 API as well as Camera1, and using Material Design.
If there's a bunch of you interested in working on reviving Focal, I'd totally be a part of it as there's some stuff I'd like to work back on (most noticeably, PanoSphere/PhotoSphere using newer techs).

It'd be really cool if a few people can get onboard and discuss its re-architecture, and work on that all together :)

I recommend either collaborating with or integrating OpenCamera.
Maybe, the developer would be happy to work with fellow interested developers.
The project is open source:

Licence
Open Camera is released under the GPL v3 or later. The source code is available from https://sourceforge.net/projects/opencamera/files/ .

And,

Please contact me at mark dot harman at ntlworld dot com for bug reports, feature suggestions, etc.

Developer seems open to discussions/suggestions/et cetera

I would look at https://github.com/troop/FreeDcam for ideas.
