Feature request: Spam blacklist Report
Similar to Twinkle's VIP report form, it allows users to enter multiple URLs they wish to report to this page. Users can also add related registered users/IP users. Templates could be found in this diff.

I'm not sure if it's in TwinkleGlobal scope. SpamBlacklist report is not highly related to any user or page (though it appends some users or ips).

Twinkle is a set of anti-vandal tool, and SBL is a method to prevent vandalism (spam), so IMO it is in scope. Since we have GARV to request for a global block/lock, it make sense to have a similar interface to report spam link abuse.

Which pages do you think you can use this feature on? All pages? GARV is enabled on contributions and user namespace.

Maybe ns != -1 ? Every namespace could exist spam link.
