[Windows] Invalid connection status reported after scanning and turning off my device #57

If I have my device turned on, scan for it, turn it off and then try to connect, the library mistakenly reports that it connected successfully. BluetoothLEExplorer handles that scenario correctly so it does not seem to be an API limitation.
