Initial request

In support to preparing historic in-situ observations for the use in re analysis within Copernicus Climate Change Service. There is a need to define new BUFR descriptors.

Amendment details

1. Add a new element in table B 0-07-034 for Anemometer height

0-07-032 gives the height of a sensor above local ground (or deck of marine platform), with a max value of ~655 m and to two decimal places.
0-07-033 gives the height above the water surface, max value ~ 409m and to 1 decimal place.

These are already used to specify the anemometer height in some of the BUFR sequences, with both used for marine platforms as knowledge of the height above deck is important for understanding biases and uncertainty in the anemometer observations and height above sea surface important for standardising to a common reference height and also calculating the air - sea fluxes.

Please note that in issue#198 there is already a proposal for a new descriptor 0-07-034 "Vertical distance of sensor" 😉
