Determine and implement default state of "All" search #11403

This could be two ticket, determining and then implementing.

We've had conversations about what should display on /search in its default state (no queries) and have determined that was out of scope for the "All" search RFC. We might want the default state to be displaying static content served through curated Prismic content or something hardcoded.

I think the empty/default state needs re-visiting from a design-perspective (FYI @dana-saur ). For example need to think about how the catalogue and image results panel behaviour. So could be a design and a dev ticket?
