I really hope Webix eventually drops support for IE8. Its market share is vanishingly small, and keeping around all sorts of legacy code just to appease the tiny corporate market segment who refuses to upgrade (and hurts themselves in the process by exposing themselves to security risks), hurts everyone else.
I understand you might be a developer who has no choice in the matter, because your client requires IE8. You do have a choice, though. It's also on us, web developers, to inform our clients of the dangers of running antiquated browsers on OSes that are no longer actively patched against security issues (IE 8 only runs on old Windows machines).
Edge is free. Install it, and make a case to your client to install it as well (if they're allergic to Chrome for some reason).
The sample SideBar in Webix Standard(V5.3) does not work in IE8. My test env is Win 7, IE 8.0.7601
