There is no indication that other solutions were considered or that extending technologies like OpenID Connect was considered.

From Elf Pavlik:

Mozilla Open Badges and http://webfinger.net should be considered

We may not want to put this in the spec, but rather in a blog post since the information will quickly become outdated.
