Moving cyipopt solver adapter code from watertap-org/watertap to this repository

Motivation

• Currently, the cyipopt solver adapter code must be imported through watertap.core.solvers, which means that watertap is a mandatory dependency for reaktoro-pse
• If reaktoro-pse is the main client of that code (i.e. there are no other significant uses of that code in the wider WaterTAP software ecosystem), then it would make sense to move the code "in house", i.e. in this repository
• This would remove the need from watertap as a required dependency, making it significantly easier to use reaktoro-pse in the wider IDAES ecosystem (i.e. beyond only WaterTAP clients)
