Currently the rhe go-release-action repo has the docker and the go in https://github.com/wangyoucao577/assets-uploader

action-coveritup has them in one and makes it cleaner.

The original idea to separate them because https://github.com/wangyoucao577/assets-uploader is a independent tool that're able to be reused by other scenarios. The action is only one of them.
